The GTA 4 Hype Cycle — What Rumors Got Right and Wrong

The reveal and lead-up to the release of every GTA title are cultural phenomena, generating a level of engagement and discussion that most studios can only dream of. While social media wasn’t the all-consuming behemoth it is today, GTA 4’s 2006 reveal still sparked ridiculous rumors and sky-high expectations following Rockstar’s success with San Andreas, the best-selling PS2 title of all time, launching one of the studio’s most memorable marketing campaigns that embraced the grounded tone of Liberty City every step of the way.

It might seem like Rockstar has been unusually restrained with GTA 6, but this approach is nothing new for the studio. When the first GTA 4 trailer dropped in 2006, fans spent weeks dissecting every frame of the now iconic one-minute reveal, searching for clues about new features, the scale of Liberty City, the vehicles on display, and what its handful of dialogue lines could be hinting at. Rockstar, as always, leaned into the anticipation, revealing just enough to keep discussions alive while holding back the bigger picture until it was ready.

That intentional silence and restraint gave fans plenty of room to speculate early on. Rumors spread rapidly, often citing someone’s “uncle at Rockstar” as the source, while others stemmed from genuine leaks, developer previews, or features that were ultimately cut before release. It’s impossible to document every rumor and wild theory that circulated during GTA 4’s pre-launch hype cycle, but looking back nearly two decades later, it’s fascinating to see which ones were surprisingly accurate, which completely missed the mark, and which fell somewhere in between.

Here are some of the most notable rumors from GTA 4’s pre-launch hype cycle, along with what Rockstar actually shipped and what later beta discoveries revealed.

Rumor #1 – GTA 4 Originally Had Flyable Planes

While GTA III technically let players get behind the controls of the Dodo, it wasn’t until San Andreas that flying became a proper feature instead of something that constantly fought against players. It was also the first game in the series to feature multiple aircraft, so naturally, everyone assumed planes would return in GTA 4. Early trailers even showed off Francis International Airport, which only fueled the speculation.

Rockstar, however, tempered expectations fairly early. In Game Informer’s April 2007 Q&A, Andrew Reiner said Dan Houser explained that airplanes wouldn’t appear because GTA IV was focused on a single city where they “really don’t fit into [the] gameplay.” Rockstar later reiterated that reasoning in a 2012 Newswire Q&A, explaining that Liberty City was “simply too small for effective and enjoyable flying.”

The city was simply too small for effective and enjoyable flying. It was the first time we made a high definition open world, and it was a massive amount of work to make something on that scale – we simply could not make an environment big enough for planes to work properly. Fear not, they are returning in what is our biggest open world game to date.

Still, even though Rockstar put those rumors to rest before launch, they weren’t completely off base. Digging through GTA IV’s files years later revealed animation and handling data for several aircraft from San Andreas, including the Nevada, Shamal, Dodo, Andromada, and even an entirely new aircraft simply called “Fighter.” It’s impossible to know how far these made it before Rockstar decided to cut them, but it’s pretty clear that flyable planes were at least experimented with during development. In hindsight, this ended up being one of those rumors that wasn’t exactly wrong; it just never became a finished feature.

Rumor #2 – Liberty City Was Going To Be Much Bigger

GTA San Andreas had a massive landmass with multiple cities to visit and explore. It wasn’t particularly dense, but it sold the idea of a large state incredibly well. Considering what Rockstar managed to create on the PS2’s modest hardware, the jump to the next generation naturally raised expectations for an even larger open world. However, as we now know, GTA 4 ended up with a smaller, albeit denser and far more detailed, world than San Andreas.

Early rumors suggested that GTA 4 would take place across Liberty State instead of just Liberty City, allowing Niko to travel between multiple cities. While that never came to fruition, those rumors weren’t completely unfounded either. Cut content and leftover files indicate that Rockstar originally envisioned a much larger setting than the one that ultimately shipped.

According to unused files and early development material, GTA 4 was at one point planned to take place across Liberty State, complete with countryside, mountains inspired by the Adirondacks and Catskills, and even references to multiple cities. An entire Staten Island-inspired borough was also cut, along with several neighborhoods, including Anger Bay, Norfolk, Jefferson Heights, Acter Bay, Frogtown, Waterdale, and Washington Heights. Early map textures even show a noticeably different layout, with additional land in Alderney and a third runway at Francis International Airport.

Just like the rumors surrounding flyable planes, the idea of a much larger Liberty State wasn’t simply wishful thinking from fans. Rockstar most certainly scaled back the scope as development progressed, focusing instead on creating a smaller but far more detailed version of Liberty City.

Rumor #3 – GTA 4 Was Going To Have Far More Activities

It’s hard not to keep bringing up GTA San Andreas, but given how ambitious it was, GTA 4 was expected to surpass it not only technically but also in its sandbox and living, breathing world. GTA 4 was certainly more immersive in terms of sheer density and detail, but not every activity made it into the final release. Early rumors suggested you could visit several restaurants, order food, ride buses, engage in drug deals, visit music stores to buy records, equip an MP3 player, and visit several buildings.

Now, a lot of the things mentioned above did make their way into the game in some shape or form, but many simply never materialized. At the same time, those rumors weren’t entirely baseless either. Leftover files and early previews reveal that Rockstar experimented with a surprising number of activities before eventually scaling them back.

References in the game’s files indicate that Niko can purchase an MP3 player and music from an in-game record store, while Official PlayStation Magazine Italy even described a functioning bus system that would let players check schedules and travel around Liberty City. Cut dialogue also suggests players could order food from restaurants like Ping’s and Superstar Café, buy ice cream from street vendors, purchase drugs from dealers scattered across the city, and interact with several businesses that ultimately became little more than scenery in the final game.

At the same time, some of the community’s expectations became wildly exaggerated. Rumors claimed GTA 4 would feature a fully destructible Liberty City thanks to Rockstar’s new RAGE engine, along with San Andreas-style character progression, expansive property ownership, pedestrians would permanently remember crimes, real-time aging and city evolution, and an economy that reacted dynamically to the player’s actions. None of these features ever appeared in the final game, and unlike planes or cut activities, there’s little evidence Rockstar seriously pursued them during development.

Rumor #4 – Every Building Could Be Entered

This is another rumor that’s doing the rounds with GTA 6 today. It wasn’t true back then for GTA 4, and whether it’s even technically feasible for a game on GTA 6’s scale remains to be seen and is seriously unlikely. With how dense Liberty City looked in trailers, the leap to seventh-generation hardware, and Rockstar’s renewed focus on realism thanks to RAGE Engine, many fans convinced themselves that GTA 4 would feature a world where every building could be entered.

As we all know, that never happened. Looking back, it’s actually pretty funny to read some of the old forum threads where players took a handful of promotional interior shots and detailed architecture as proof that Rockstar had promised a fully explorable city. In reality, Rockstar never made that claim, and unlike rumors surrounding planes or Liberty State, there isn’t any meaningful evidence to suggest it was ever planned during development. It was nothing more than a fan-made myth and something Rockstar never promised.

Rumor #5 – GTA 4 Would Feature Seasons and Snow

GTA 4 has some of the best weather effects in the series, especially when it’s raining and the roads are slick. It was impressive on the Xbox 360, and it’s still impressive today thanks to the game’s incredible grounded art direction. While rain, fog, and thunderstorms all made it into the final release, rumors of snow and even changing seasons circulated before launch.

Those rumors weren’t entirely made up. Leftover game files reference an unused IsSnowing weather state, while pedestrian behavior includes cold-weather animations, such as Niko rubbing his hands together to stay warm, suggesting Rockstar at least experimented with snowy conditions before ultimately cutting the feature.

That said, there’s no evidence the game was ever going to feature a fully dynamic seasonal system. Like several other rumors surrounding GTA 4, this one appears to have started with a genuine development idea before fans expanded it into something much bigger. In the end, Liberty City never saw snowfall, but the traces left behind show that Rockstar at least considered the possibility.

However, if you’re on PC, there is some good news. Thanks to the downright essential FusionFix mod, which not only restores console-exclusive content missing from the PC version but also introduces several visual and technical improvements, you can actually enable snow. It’s an incredible addition that perfectly complements Liberty City’s atmosphere, making those cold winter nights feel even more authentic.

Like clockwork, there’s no shortage of GTA 6 rumors making the rounds every other week. Some are grounded in reality, others are completely outlandish, and a few may eventually turn out to be genuine features that Rockstar simply decides not to ship. If GTA 4 taught us anything, it’s that the line between a fake rumor and a cut feature isn’t always as clear as it seems.
