27-year-old Andrew Simmons and 35-year-old Madeline Whaley, both from Jacksonville, were allegedly caught shoplifting at a Target in Palm Coast. This incident happened on September 21 and kicked off when Target loss-prevention staff reportedly recognized Simmons from previous incidents at other stores.
According to the staff, Simmons’ alleged routine was to grab a plastic storage container, fill it with trading cards, and leave through a side fire exit. A woman in a dark sedan had reportedly been seen in connection with earlier incidents, and detectives concluded that the woman was likely Madeline.
The cards were stacked against the couple on September 21, since a deputy was already at that same Target to investigate an unrelated bicycle theft. That’s when the store security alerted the deputy to Simmons, prompting him to approach Simmons outside. However, Simmons allegedly stopped the container containing the cards and ran toward the car where Whaley was sitting. He wasn’t able to get away, since both were ultimately arrested.
While the two suspects were taken into custody, the police also allegedly found more than they expected in the car. They searched the vehicle to uncover methamphetamine, fentanyl, drug paraphernalia, and a handgun reported stolen in Jacksonville. This is all without even mentioning that Simmons already had four outstanding warrants, according to the sheriff’s office.

Court Records Link Simmons to More Than $9,000 in Alleged Target Thefts
According to court records, three Clay County awards concerned earlier alleged Target thefts that Simmons was connected with. The first was on July 14, when 45 boxes of baseball cards valued at $2,599.5 were stolen. An August 1 theft saw $1,701.50 worth of merchandise getting stolen. Finally, there was another alleged theft of sporting trading cards valued at $2,519.63.
Pair all of these with the 98 packs of sports trading cards reportedly valued at $2,555.98 that Simmons allegedly attempted to get away with on September 21, and he was looking at four cases with a reported value of more than $9,300.
